The pantry was purposefully located front and center to create a hub for both clients and staff to congregate for informal social as well as “lunch and learn” gatherings. Positioning meeting space between the reception and open work area provided clear views to all activity within the office and easy access to collaborative areas from everyone’s desk. All offices have glass fronts providing natural light and views throughout.

365 ECM provided project management and Inspection services, which included construction of a force main, storm drain modifications, two gravity lines, and a sewer lift station. The project improved safety for motorists and pedestrians along both segments of the roadway and included asphalt paving, PCC sidewalk installment, driveways, curb and gutter, and street lighting. Work that contained roadway improvements required cold-milling, construction of ADA ramps, double adjusted manholes, backfill and compaction tests, and installation of traffic loops. The 4-month project also included installation of new 4-inch diameter PVC pipe and 8-inch diameter clay pipe. Much emphasis was placed on coordination with the utility companies for the project. 365 ECM Team encountered several utility companies delays but was able to coordinate with utility executives to resolve the issues and to move the project faster towards completion.

365 ECM provided services both as prime consultant and subconsultant, 365 ECM has been providing inventory, training, scoping, program support, design, and construction management services on multiple work order contracts under the Oregon Department of Transportation (ODOT) ADA Program since inception in September 2016. Our team has participated in over 20 total contracts under five price agreements with increasingly significant ongoing work. Initial contracts focused on inventory for over 26,000 statewide ramps, as well as developing and providing inspector, contractor, and designer training. Subsequent contracts included various design roles for priority ramp locations in Forest Grove, Bend, and Lincoln City. Our team has also provided program-level services to reduce curb ramp delivery costs for the high-volume work. Most importantly, we have gradually increased our involvement to meet ODOT’s legally mandated remediation deadlines—30% by 2022, 70% by 2027, and 100% 2032—by delivering thousands of curb ramp designs and construction management services across the state in Regions 5, 2, and 1.

365 ECM completed a detailed alternatives analysis, design, bidding, and construction management to help the City accomplish this goal. The project consisted of approximately 20,000 feet of new gravity trunk sewer ranging from 12 to 27 inches in diameter. Routing challenges along the proposed trunk sewer corridor included an existing roadway and parallel railroad, underground and overhead utilities, wetlands, areas of shallow solid rock, easements, and county right of way. A route was ultimately selected that balanced the various competing challenges, minimized impacts to the existing roadway, and reduced construction costs by using a predominantly off-road alignment. Through close coordination with the Oregon Department of State Lands and the United States Army Corps of Engineers Consor developed a pipeline alignment that minimized impacts to existing wetlands, creeks, and natural areas by routing around them and, in some cases, utilizing trenchless construction methods to route under them. Consor also provided property acquisition services for easements, as well as support to the City for a public information program.
Completion of this project allows the City to provide sanitary sewer service to a previously unserved portion of the urban growth boundary to help promote future urban development. The project also decommissioned three existing sewage pump stations by re-routing the flows to the new trunk sewer, saving the City an estimated $50,000 per year on annual operation and maintenance costs.
