Water & Waste Water Project Manager

Essential Duties & Responsibilities:

As a Project Manager - Water/Wastewater, your responsibilities will include delivering municipal Water/Wastewater projects through planning, design, and construction phases with excellent client service and quality in mind. We'll count on you to: 

  • Lead multidisciplinary technical teams (365 ECM staff and subconsultants) 
  • Manage work programs, project schedules, and budgets  
  • Provide excellent client service and quality management  
  • Write technical memoranda, engineering reports, and planning studies  
  • Develop and deliver complete design and project bid packages  
  • Assist with business development and winning the next project (i.e., developing Statements of Qualifications (SOQs) and proposals) 

Required Credentials & Preferred Qualifications

  • Minimum of 10 years relevant water/wastewater engineering experience 
  • Professional Engineer (PE) license in California state, or the ability to obtain reciprocity upon employment 
  • BS in Engineering 
  • Experience managing municipal water/wastewater projects 


Additional Preferred Qualifications

  • Planning and design experience with water/wastewater projects 
  • Proven experience delivering comprehensive plans, specifications, and estimate (PS&E) 
  • Project management experience, including developing scopes of work, reviewing invoices, and managing client communications  
  • Proven ability to manage several subconsultants and internal staff on a multi-disciplinary team 
  • Experience and interest in mentoring junior staff   
  • Prior consulting experience managing municipal (state, county, city) projects  
  • Proficient with MS Office (Excel, Word, PowerPoint), and MS Project 
  • Experience with hydraulic modeling software used to analyze water, storm water, and/or wastewater systems 
  • Excellent written and verbal communications skills  
  • Excellent organizational skills  
  • Self-motivated with the ability to work independently with multiple priorities  
  • Attention to detail, delivering quality work products and excellent client service  
  • Outstanding written and verbal communication skills- you clearly convey subtleties in complex designs to your team, client, and stakeholders

Senior Public Works Inspector

365 ECM is currently looking for an experienced Public Works Construction Inspector to staff existing and upcoming public works inspection positions with clients in Southern California. Candidate will be expected to act as the construction inspector on a variety of public works projects including roadway, freeway, waterline system, sewer line system, and storm drain system projects for public agencies. The candidate must be able to coordinate the work of the Contractor, and act as the field representative for the City.

  • Drafting production and coordination
  • Ensure work done by the Contractor is in compliance with contract documents
  • Coordinate inspections with 365 ECM personnel and appropriate client departments
  • Verify that materials are in accordance with contract documents
  • Ensure compliance with applicable safety regulations
  • Insure proper placement and maintenance of signs, barricades and warning devices
  • Sampling and performing field tests for quality assurance
  • Generate and file necessary documents pertaining to construction progress including:
    • Daily Reports
    • Weekly Statement of Working Days
    • Monthly pay estimates and job expenditures
  • Stipulate corrections and repairs necessary before final acceptance is made

Marketing Coordinator

365 ECM is looking to bring on board a Graphic Designer & Marketing Associate to be a key part of our team. Our industry is civil engineering, construction management, and construction technologies.

When it comes to proposals, ours are second to none. The position will collaborate with our business development team to prepare proposals (digital and print) for infrastructure projects in SoCal.

Additionally, the successful applicant will work closely with our management team on our proprietary construction documentation application rollout, including designing and editing screenshots and infographics, designing the website, preparing application demo videos and training material, and UI/UX wireframes.

The candidate will be responsible for consultation, art direction and production, and proposal support with strong attention to detail, a focus on efficiency and quality, and high level of collaboration in a fast-paced team environment

Job Performance:

  • Facilitate and lead storyboarding/proposal strategy planning meetings and development of proposal strategy and winning themes
  • Engage senior technical and management staff to obtain necessary information and commitment for specific pursuits
  • Verify complex technical solutions, strategies, and themes are easily understandable, readable, and compelling
  • Manage proposal schedules and keeps internal staff and subconsultants on task reviews, organizes and edits written documentation to improve clarity
  • Must have a keen eye for details in ensuring proposal compliance requirements are met
  • Assist and/or coach technical staff for presentations and interview
  • Able to recommend, prepare, and coordinate awards competition entries
  • Collaborate with marketing team to improve standard materials and make continual improvements to marketing and proposal process
  • Provide graphic design support for a variety of materials including presentations, proposals, and interview boards
  • Assist other marketing personnel and technical staff with proposal and marketing tasks
  • Provide support to BD activities (capture planning, client feedback, CRM, etc.)

Required Credentials & Preferred Qualifications

  • Bachelor's degree in Marketing, Communications, English, or related field
  • 5+ years A/E/C marketing experience to include the Caltrans procurement process
  • CPSM certification a plus
  • Knowledge of Adobe CC, MS Office, Deltek Vision
